It's a fraud because when people buy the album they expect tracks as instantly catchy and solid as the singles only to get disappointed with average pop tracks like "Eh Eh" and "Brown Eyes". And I believe that even Gaga realizes that, hence "The Fame Monster" is coming out while she's running out of solid choices for upcoming singles.
And lol, what does Circus have to do with anything here? But oh well, if you want my opinion..

I think tracks like "Blur", "Mannequin", "Shattered Glass", "Lace and Leather" and even "Mmm Papi" are quite solid tracks. Maybe there are no classics here but they are absolutely more tolerable than the fillers on The Fame IMO.

It's not a fraud, and many of the songs are just as catchy. There is a reason that The Fame has sold so well on iTunes for the past 7-8 months. It is because it is an amazing album. Many other songs from the album are potential singles that would sell tremendously. Starstruck, Paper Gangsta, Money Honey, The Fame are all extremely catchy. I've been listening to Just Dance for over a year now, and it still doesn't grow old on me. The Fame is one of the few albums with songs that I instantly love. I usually hear songs for the first time and give them time to grow on me. Yet, I did not need that on The Fame.
