If no one cared about those songs in the first place, why would they now?
Katy is selling more albums than Gaga since 2011 and her hits are bigger and more remembered so Katy.
But since 2011 Gaga has released only 1 album which was the only one that katy managed to outsell the kats can save their meditraffic resource. Also katy doesnt have a single song as big as or bigger than Poker Face for example.
It really depends. It's far too early for either to release such an album, and with the music industry having been dominated by single sales, streaming, and YouTube since their debuts, it probably would not be a wise financial decision for either to drop one.
It could be Katy since she's had a few more and slightly bigger hits, but it could also be Gaga since she tends to sell more albums than Katy when she has hits on par with Katy's.

So Gaga's GH will sell more because she has more flop songs that the GP doesn't know?
1. Gaga has sold 28M albums, Katy only 14M, so a lot more people own Gaga's hits.
2. Gaga's biggest hits PF, JD and BR have sold more than any Katy single, both in the USA and WW, so the same reason - less people own Katy's signature hits (especially WW).
But i can also see Gaga sell a lot as well, for the simple reason that she is Lady Gaga and she has always sold tons of albums, even with her underperformances + Jazz standards.
