That's what I was thinking at first. Floor could mean vents on the floor but I've lived in houses where they were on the floor, the baseboards, the wall or up near the ceiling.

The thing with radiators is that they use a boiler to move the steam. Mine usually breaks down every Winter even though it's somewhat new. Like the water tank it uses can plug up and you'll find yourself without heat and you have to drain the entire system, which is usually all of the pipes in the house. Not that they're filled with water, it's just steam that passes through. Although a lot of cheap apartments that offer free heat use something like a radiator but it's a little different.
