It was only her lowest selling because people at the time thought it was trashy and disgusting. If she did it now it would have been called "normal" It was an amazing era from her and one of her most best albums in growth as an artist.

Simply because she served us Erotica, her best album imo, regarded by many as her artistic and creative peak, when she drastically changed her sound to more experimental, electronic and challenged herself the most. She knew the backlash will come as soon as she drops the album, but it was something she wanted to do as an artist even though she had to put her whole career at risk.

And dont forget that Erotica was not Ms only album where she expressed her sexuality. She did it from the start, and with great success. She posed naked even before she became famous, because she always felt very comfortable about her body and sexuality. All her eras are sexual (except RoL when she became mother, started to study Kabbalah and was in a very spiritual state of mind what the album reflects), its a part of who Madonna is as a human and as an artist. The best selling female artist of all time, by the way.
