Which, as a gay man, I agree with. Maybe a year is too excessive; make it six months, when everyone who is infected with HIV will test positive.
As it stands right now, gay men have a very high rate of HIV (1 in 15 in many cities in the Western world) and many people do not show up positive until after 3 or 6 months from infection.
But the same logic should carry over to other groups with similarly high HIV rates, such as native men and women...which it doesn't due to fears of being called racist, which is an issue.
When it comes to health issues one needs to look at facts objectively and leave behind any notions of social justice.
