They can def get some mileage out of this game if they create city for DLC as someone said. Then add new story missions or whatever later on.

Edit: I heard a while ago that they're planning to include more than one city and players can travel to each city. I'm rooting for Vice City, Liberty city, Los Santos(again), Las Venturas and San Fierro

Not happening. The game is still too far away for deets to be leaking.
Pretty sure it will be the same format of two or three cities or slightly more, but not the entire state
