Toxic went top 10 in every country it charted in, sans Poland which was just an AirPlay chart. The demand for the single was so strong in the US that the radio ban was lifted. It literally revived the ITZ era after Me Against the Music flopped in be US due to the radio ban, despite it being massive worldwide.
What other pop girl on Britneys level in 2003 was doing electropop/dance pop? It's revolutionary in the same way that Can't Get You Out of My Head was. It helped to bring in the electro/dance trend that started 2 years later (Loose by Nelly Furtado, FutureSex/LoveSounds by JT).
It only charted at #9 in the US due to 1) urban music being much bigger that dance music at the time and 2) Britney's radio ban was still in effect.
