She needs to remember the 19 or so she's singing for that specific concert, which is actually a pretty reasonable thing to expect when actors and actresses memorize FAAAAAAR more lines (along wth multiple songs) for theatrical plays or musicals. Not only that, but they're also expected to improv and get the scene back on track when someone else gets a line wrong.

So yeah, expecting Katy to memorize a 19-or-sonsong set list is reasonable. Especially when most other pop girls do this (even ones who are lipsyncing, since you need to remember the words to actually lipsync)
