They could stop pumping water from the underground water aquifer. California has the same problem. I saw a video where this road they were standing on had water on each side, they said the road used to be a bridge. The constant pumping of water from underground is causing the whole valley to sink by feet.
They know what they need to do, they just need to do it. There are only so many fresh water aquifers in the world that are huge and they are being sucked dry.
