You have to understand that the assimilation that occurred in the last two centuries have left many tribes crippled and unable to progress not just their culture but their education for youth. Which leads to alcoholism, dropouts, depression and poverty etc. Believe me, I'm part of a federal tribe and all of that is common place around a reservation.
