The Don’ts
— Reports and Help Requests via ATRL HQ, Staff walls and PMs are not allowed and may result in penalties against the sender.

That said, it's technically been against the rules for a while. I'm not sure if this is new or not, but it could just be formalising it.
ATRL remains being too generous.
