i do both but i usually make my artists go on tour while theyre recording new material so they can maintain relevancy

With tours your artist reputations rise faster than releasing singles and albums, so make them tour a lot might help them to get bigger hits, then with promotions, you could hit those #1 back to back.

My 3 girls
Angel Gonzales has gotten 3 #1 singles + another top 40 and a #1 album in the US this era, plus a $16M grossing tour. She's recording her second album now
Tamika is a pop/R&B girl so she's had some more trouble breaking through, I had 3 singles before her album was released to try and help her album sales (Iggy teas) and it paid off bigtime, 673k opening week. She's also gotten a top ten US hit after the album and is a Latin America queen, everything has gone top 20 at least there.
Ruby Holland is a lowkey flop but she's slaying Canada I guess. For some reason, despite 8 100% songs and the two others being 93% and 97%, critics think her album is only worth 69%

If you want a huge smash, release it in november, but august/september onwards is already good.
January~April is very bad for sales.
