GaGa has confirmed that the rumored single titled "New York" is fake:

Late last month, a rumor was circulating that Gaga’s upcoming single from The Fame Monster release was titled New York. Well finally, thanks to a member of FameMB, we now know that is 100% false. Community member, Daz asked Gaga at a meet and greet in Brixton if the single was real and Gaga said it wasn’t. Finally this rumor can be put to rest.
