Mess
It's called a Hyperlapse, which is basically a moving timelapse (a composite of thousands of pictures taken seconds or even minutes apart and then rendered into a video by usinh each picture as a video frame).
It looks weird because as they change locations they have to force the transition from one set of pictures to another by zooming & panning or even by morphing one frame into another one.
