There is. This is a vague oversimplification.
The word Hispanic has two meanings.
1. Pertaining to Ancient Spain. Includes Spanish-speaking countries in Latin America and Spain. Mostly used when talking about history, culture and language.
2. People of countries in Latin America with a Spanish background. Most peoople use Hispanic in this sense, specially in the US.
So the OP is wrong.
