It's cause you're black and our hair texture is naturally coarse so when it grows back after being shaved below the skin it has trouble finding the follicle. So it grows under the skin and causes bumps, itching and irritation.
Ways around it are shaving with the grain as that will cut the hair short but not so short as to cause irritation. The shave won't be smooth, but it'll look like you shaved at least. Use hot water to open up your pores before shaving, cool to close them when you're done. Exfoliate regularly, use witch hazel.
You could also use an Andis T-Outliner as that gets decently close. I would shave my face with disposible Gillette Sensor 3 razors and do my neck area with the T-Outliner.
