In Germany and Austria, the lead party votes No and their coalition partners do the same. The ruling coalitions are not allowed a free vote. Merkel's party says its interest is making partnerships identical to marriage (except for full adoption rights), but marriage will remain heterosexual. In Austria all advancements came because the courts told them to, only the minor parties are interested. Switzerland has to be done through a referendum and the process can take years from the first stage to voting day.
Italy has a civil unions bill pending, but the MPs against it have delayed it by introducing thousands! of amendments. Since it's going to be a battle just to get civil unions through, marriage doesn't seem to be on the horizon.
