This is coming from someone who loved her a whole lot. She is an icon and I think she cemented her icon status when she released the Fame Monster EP and the era that followed it up until after the meat dress (meaning she proved she was a force and here to stay). However, Gaga isn't a legend yet. Legends are people who have longviety and maintained an on-going body of (good) work that is recognized by many well after their release. Gaga has time to reach legend status, but she isn't there yet.
