However, there have been exceptions, like songs which went recurrent and a few weeks/months later they get a boost but Billboard won't let them re-chart. I think they don't want songs that just went recurrent re-entering the top 50 all the time due to small boosts, that's why Pour It Up didn't re-enter when its music video got released (instead it went to #1 on the recurrent chart). Another current example is Often by The Weeknd, when the album is released it might have enough points to enter the top 50, but I think Billboard will leave it recurrent because it's a recent hit.
There was also the peculiar case recently of Marry You by Bruno Mars, which was in the recurrent chart recently even though it hasn't spent 20 weeks on the Hot 100. I think they said they didn't want it on the chart because it's so old, but Cheerleader is really old too and that's #1. So were other songs like Latch by Disclosure, so I don't know...
There was also the case of Sail by AWOLNATION which actually re-entered OUTSIDE the top 50 after going recurrent (I think, I might be wrong). In this case Billboard said they let it back in since it was gaining on radio and was looking like it would be permanently high for a while (i.e. it wasn't a 1 week boost). Billboard turned out to be correct on that!
I'm glad they let songs re-enter now, but I would prefer them to have more consistent rules, since at the moment it looks like they do it on a case-by-case basis, which isn't ideal for a chart imo.

I'm under the impression that to re-enter after going recurrent, it needs to be a major boost (something like "Enough to go Top25" or smth, I remember they said something similar back when Whitney passed)
"Marry You": recurrent isn't only +25 weeks on chart. Just like albums go recurrent after 18months of release there's a similar time-frame for singles.
Sail/Latch: They stated that Sail re-entered because it got support from a new radio format (Pop) after been a hit on Alternative for months, it has happened many times with Country songs.
It's really arbitrary once you think about it

I truly feel like "Lean On" will be higher than #16 this upcoming week, maybe even #10.
Its #9 on iTunes, #14 on radio and #5 on Spotify. I mean it should be top 10 by now.

Eh, Lean On doesn't feel that big. It still has pretty low familiarity on the callouts (70%). I haven't heard it too much either.

Worth It will get it, the mess this is not slaying in the Top 10, but well, there's nothing we can't do.  Not really sure about Lean On, it seems like it has already peaked.

Yes, both those songs are huge hits, but almost all long-running top 20 hits are huge hits. It's annoying, but this isn't something unique to 2015, it's been like this every year, even in the digital age or when the charts were basically airplay only it's been the same, with big hits missing the top 10 every year.

"Worth It" (which I love) and "Lean On" are "basic," too. lol Nothing in the top 20 is new or innovative. "The Hills" being the closest thing to "new," but even that sound has been done to death.

Usually they can't, though it can happen on a case-by-case basis. Like, when a song gets a second wind (usually from being sent to Top 40 radio months after it's original release), if it's substantially big enough to chart in the top 50, Billboard will consider letting it return.
