It's a military training exercise or "drill" that is taking place in certain US states over the summer. The reason it is controversial is leaked documents showed the US - for whatever reason - is holding a drill to train the military to deal with "hostile" civilians en masse. Plain clothing will be used, so events might happen in the next few months that are staged, but will seem real.

Surely the US military needs to be able to deal with "hostile" civilians though? If there's a huge group of people causing violence they have to be dealt with, to protect the innocent people in the area and minimize the damage caused. It'd be ridiculous to just people riot for days and do nothing about it.
Of course, the military shouldn't EVER instigate violence or do anything to cause civilians to get angry and riot, but, if it does happen I think it's right they be prepared.
In the UK they had something similar to this, where the Government did a mock terrorist attack in London to see if the emergency services were ready to cope with one if it should happen.
