It was apparent when she dropped her self-titled album. Everything about its release came together so well for her. She was lauded by fans and critics, and the initial buzz was insane. It was a huge moment for her.
Well DIL of course, but B'Day is when I noticed everyone started loving her. That era was messy as hell (for singles at least) but I guess "Irreplaceable" really helped convert the casual/non-DC fans.

when she had her meltdown it seems like she was as big as Michael (in terms of tabloid exposure)! and before the meltdown she was as big as the greatest legends in terms of sales ect.

Britney? I think she first reached icon status during the ITZ era but the breakdown cemented that further. She became a mega icon during the Circus era though, she would show up somewhere and the crowd would go *******.
she was technically an icon almost instantly in her career since BOMT video became so iconic so quickly, and so did the Oops vid
she was probably the biggest teen icon of all time and became a brand very early in her career
i'd say she became a legend after Toxic, it cemented her place in pop royalty forever, and then her breakdown and her comeback during the Circus era made her a certified legend.
