It's been established that most variants of HIV were transferred from bonobo monkeys via bushmeat/poor sanitation in central Africa in the early 1900s, later transferred from there via the sex tourism industry in the late '60s to the States via Haitian immigrants.
If by "black community" you mean people of central Africa being impacted by white European colonists that's a different conversation but if you mean black communities of urban areas in the States in the late 80's/early 90s at it's peak what are you getting at? Some conspiracy? Receipts please.
