it's really not that unbelievable, i'm sure there are plenty of country clerk offices in Texas that would still refuse marriage licenses to gay couples because the Governor said something along the lines of 'any county clerk worker who does not feel morally right in issuing a license should not have to do so based on religious or ethical principles blah blah blah' and while there is technically no binding legality to what he said, a lot of county clerks probably took it as law and have since denied license based on the grounds that our Governor gave them the okay
everyone thinks the law is this completely black and white thing that automatically MAKES people follow it without question but as this video demonstrates, there can be a lot of gray area and a lot of run around that happens to make the processes and proceedings more difficult for people, particularly of any minority or socially unequal status
