For Katy, before California Gurls, she released Starstrukk with 3OH!3 which only hit #66 and If We Ever Meet Again with Timbaland which only landed at #37. This would've kept Waking Up In Vegas from being attached to the streak.
Also, prior to Paparazzi, Gaga released Chillin' - a feature credit on a Wale track. That only peaked at #99, which would have detached Just Dance, Poker Face and LoveGame from her streak.
Really it would make sense to just include singles within their main discographies to prevent little discrepancies like these. Or put forth the extra effort to look at all of their featured releases too to make sure you're not missing anything.

Billboard doesn't typically even count featured credits when tabulating top 10 streaks. For example, here they list Ke$ha with 7 songs in her top 10 streak , 8 months before the release of Die Young. This ONLY includes her 7 top 10 credits as a main artist from TiK ToK up until Blow, they don't include My First Kiss nor the TTWE remix.
Not sure what you're trying to insinuate with "the old chillin' excuse'' I'm just trying to help you create an accurate list of streaks. Not everything is an attack on you/your fave, pls get over yourself! Thnx!
And in you're very own receipt you can see they've counted all 11 of Gaga's singles in a row and Chillin' doesn't count against her. Confirming that features do not count against any artist. Thank you for answering your own question.
This goes back to prehistory, but the Beatles have 15 (and some of these songs had B-sides that charted independently in the Top 10).
