Another one of the most fleshed out leaders, Blue is your rival in Gen 1 and graduated to replace Giovanni as Viridian City Gym Leader in the three years between Gen 1 and 2. He's the same arrogant and cocky dude he was in his younger years, but a bit more reeled in and cooled down. Blue is the only leader in the franchise to not have a type for his gym, instead using his array of pokémon he caught on his journey. I'm willing to look past his lame gym because he's a real challenge, his design slays and he's one of the most fleshed out, best gym leaders.
