The E.N.D. came after GaGa. They wore futuristic costumes too. It's not like we were hearing news that BEP was making electronic music in 2008.
As for Rihanna, it's not like they were known for the genre they fell into. It wasn't re-popularized per se. If there was anything re-popularized, it was the sampling of songs from the past decades (Tainted Love for SOS, Michael Jackson for DSTM).
