Slovenia is 90% there, they are just waiting for their court to decide if a referendum can happen or not.
Starting from the bottom it's either Colombia (court) or Australia if they get a free vote. Mexico is doing it piece by piece, but I don't think any federal action will be taken just yet.
Between Mexico, Australia, or a European country. Could also see Thailand or Japan coming in for the punch.
Thailand has a civil partnership bill pending, but it's a first step. Japan has to wait for a more accepting party to be in charge, their current leaders already said no
