Promoting singles is expensive, and I think that HWR realized that with a lot of the albums they released that extensive promotion would have led to diminishing returns for them, i.e. when you had an early Miley album it really didn't need much to sell itself, so promoting five singles wouldn't have been cost effective.

The first album had like 5 promo singles, and was re-released. Jesse McCartney had a lot of singles too. Maybe it was Raven's flops that cost them?
