Idk if he was driving during a time when he shouldn't be on the road or if he really didn't have his license, but why would you be flashing your lights at people if you shouldn't be driving anyway? Many who resist arrest and flee end up with minor wounds. The officers taser obviously did not subdue the kid so he had no choice.
