The reboot of Tomb Raider was substantially inspired by Uncharted, but only because Uncharted's formula updated that which was established in Tomb Raider. In their current states, it's a discredit to both to say one hasn't been helped along by the other but I think Tomb Raider would've gotten to a similar place to where it is today without Uncharted. It's a double edged sword because they both navigate the same fields in terms of genre and gameplay, but since it's an area Tomb Raider began to chart first, you can't really say it copied Uncharted.

I do miss when Lara had a personality though. This whole goody two-shoes persona is as boring in-game as it is in real life. I don't understand what made them think making Lara a basic/boring girl next door would be a good idea.

I think it's partially because the new Tomb Raider games rely more on the user than the older ones. Making Lara the everygirl makes it easy for audiences to insert themselves into her character from a narrative standpoint.
Also, the story keeps the new Lara from falling into the suggestive pitfalls of Uncharted - where, because of gameplay and the story never addressing his kills, Nate can be misconstrued as somewhat of a psychopathic murderer. Old Lara had this same problem - which is common for any game with a hero who has to kill to survive.
