Why does the $ come first in $20 when it should be 20$, like you don't hear me going dollar twenty. A MM/DD/YY tea.

Because a dollar sign is not a variable. You meant to ask why we don't say "20 $" (much like we would say "20 mi" or "10 inches," etc.) and the answer is because that would take too much space.
