Which means they know he's bi but don't care because he makes good music. There is nothing more to take from that. They are assuming you asked them if they like Frank Ocean because he is bi trying to imply something about them if they like his music.
I can't speak for how it is within the black community itself, but I mean... life is definitely not on easy mode when you're a racial and sexual minority.
I imagine there's also even more pressure to be a model minority (from both inside and outside the black + LGBT communities) in that situation too.
As a black gay male, I'd have to answer yes. There's tons of stereotypical gay things white guys are allowed to do that black guys aren't, in fear of being seen as gay.

well I don't live in the US but I can imagine that what you're saying is very true

It means that even though he has a characteristic in him they don't like, it's offset by his good music. Still biphobia regardless. The point stands.
