To be fair, Hong Kong is a very independent city. They have their own currency (HKD) and separate laws from the rest of China. They have very strong economic power, and a lot of global indexes have them classified as their own "country."

actually your friend is kind of right and kind of wrong. hong kong is more independent from the main government than an average city. it even has its own free market economy as opposed to china's main communist one. hong kong used to be separate from china as a british colony but it isn't anymore.
