It depends tbh. You can say it either way, but it only applies to some years.

For example:

2008: Two thousand and eight
2009: Two thousand and nine
2010: Two thousand and ten
2011: Two thousand and eleven

Is perfectly acceptable. As is:

2008: Two thousand and eight
2009: Two thousand and nine
2010: Twenty ten
2011: Twenty eleven

Whereas this is not acceptable:

2008: Twenty o-eight
2009: Twenty o-nine
2010: Twenty ten
2011: Twenty eleven

I prefer "Two thousand and fifteen" to "Twenty fifteen", though.

But why did you say Twenty ten is acceptable and then say it isn't acceptable?

I didn't. I was referring to use of the "twenty" prefix for the 2000-2009 years. Saying "Twenty o-[anything]" just sounds odd to me. Although I guess we say "Nineteen o-[anything]" so... it might be acceptable? I just don't like it.

But anything from twenty ten and onwards sounds fine imo.
