So, for people who don't necessarily understand it, whenever the state of something files charges against something else, it's a criminal case. Also, with the Catholic Church part, the Archdiocese is the governing body of a specific area, so this one is the Archdiocese of St. Paul and Minneapolis, but there are many archidoceses like Atlanta, LA, etc.
About the story though, the priest is absolutely disgusting and should definitely feel terrible for what he's done
