Nicki and Drake both declined as they believed they should have been on the freshman list in 2009, and they had both seen huge buzz in 2010 so it kind of made it a bit odd to be on the list with relatively unknown artists at that time. That's why XXL gave them their own cover, 'the return of rap royalty' issue.
Azealia didn't find out about Iggy's placement on the list until it's release, that's when she made comments on twitter about it. So I just think she wasn't asked to be on the list, which is really unfortunate and unjust imo.
