I don't know about this.
Trans women
do go through various cosmetic procedures in order to look like cis women. So while "inherently" isn't the best word to use, they
are imitating, or maybe the better word is emulating, female features via surgery. I can't really say that it's horribly offensive for a woman born with female features to say that the surgically produced female features of a person born without female features looks better than her. I can
easily see how a cis woman would see that as a compliment.
Sure I see how that may not be the most ideal thing to say, but it's certainly not the worst and it's clearly not made with negative intentions, and there are far more important things to tackle, like for example people refusing to call her by her name and use her pronouns.
