But it was clear the producers didn't like the housemates. They expected them to be a lot more interesting and they just weren't. And it's so late into the show's life that they can just be like, "**** it!" now.

I don't think the twist is unfair. It's a way to keep in the more controversial housemates and get rid of the boring ones? Can you imagine if they still got rid of four but from the ones that were actually up for eviction? (Jade, Nick etc) the whole house would be boring as hell.
