Obviously there are different kinds of racism, depending on the context.
Ideological racism, anyone can be a victim of (i.e saying white people can't dance)
Systematic racism, anyone can be a victim of in theory but in reality, whites do no suffer systematic racism in the western world (i.e the judicial bais against African Americans, stop and frisk on Latinos and blacks etc)
But clearly the latter and the former are so disparate in severity that it would be silly to conflate the 2. Which is why people tend to only acknowledge the systematic racism in these debates.
