If something underperforms it means it was an underperformance compared to expectations or the artists' standards.
That said it can still be a success. If Taylor's next album sells 600K first week, and 3M overall in US -- it'd be an underperformance for her, but still a successful era.
It was a hit yes. But it's longevity has been sub-par for sure. It's probably going to spend 20ish weeks on BB which is kind of brief for a Top 5 single. Regardless though 45S was not a tragic performance but this era as a whole has been underwhelming success wise for sure given Rih's past record.
