Anti-discrimination laws. The countries wanting to join EU try their best to please so they pass laws in all fields even though officially EU only requires members to ban workplace discrimination. Several existing members only passed the basic law and still have other anti-discrimination laws pending. Regarding public opinion though, Georgia is one of the most homophobic nations and the one time they tried to hold a public gay march they were beaten up by the public and even PRIESTS
Also, if Italy passes its civil unions bill then it will shoot up the chart.
