Anti-discrimination laws. The countries wanting to join EU try their best to please so they pass laws in all fields even though officially EU only requires members to ban workplace discrimination. Several existing members only passed the basic law and still have other anti-discrimination laws pending. Regarding public opinion though, Georgia is one of the most homophobic nations and the one time they tried to hold a public gay march they were beaten up by the public and even PRIESTS

Also, if Italy passes its civil unions bill then it will shoot up the chart.

Italy only has LGBT equality in 10/48 criteria, marriage is only one of those, so it would shoot up by about 2%.

Croatia banned gay marriage last year

Norway and Finland would be higher if they didn't still require trans people to be sterilized before they can get a legal gender change. Luckily both are working to get rid of the old law soon.

Equal marriage is a really small portion of LGBTI equality. Croatia has good anti-discrimination laws, good laws against hate speech, good laws for gender recognition and freedom of expression. You can check out the full breakdown here.
