Radio Deals & Payola have been existing since the early 90's, at the absolute latest. Ever since Soundscan's been monitoring radios there's been clear deals.
Radio deals are organized contracts where they play the song hourly.
Payola is unorganized deals, that involve individual stations -- radio hosts are bribed plane tickets, fancy items, and electronics to play a label's artist(s).
J. Lo had radio deals, AND was exposed for payola. Most of her career has been a flop, and the few years she was big, was due to label politics. She's kinda never actually had a 'real success' besides On The Floor.

No she won't she get barely any streams or radio plays, her last album was ages ago. She won't outsell Mariah or Madonna.
