First of all, they're no legend of any kind.
Second, are they even rock to begin with?
But of course ATRL would say that, I mean anything that's not a pop girl or a solo male act is called "rock" or "indie" here

Most music publications seem to consider them rock/indie so I'll take their word for it
Why aren't they legends? All stanning aside no other pop girl can compare except for Britney/Beyonce and they are considered legends

Just because they don't play active rock does not mean they are not rock either. Some people think anything that's not grunge or metal is not rock

I guess the people questioning their genre have never listened to their first 4 albums? They have focused on pop rock for the last one and a half albums but as a whole their discography is clearly rock.
