That's not true. Most of their songs are uplifting and empowering which is a form of substance, their ballads ("Mama", "2 Become 1", "Too Much", "Viva Forever", "Goodbye") are pretty meaningful/beautifully written + they spearheaded the girl power, independant women motto.
Their images may have been exaggeration of who they truly were (and, even then, seeing the journey of Geri, Mel B and Victoria, shows there's a reality to these characters they portrayed).
No girl groups went as far into marketing themselves as literal products but still, their musical output and shattering success can't be discarded just like that. They even had their own succesful movie at their peak, no other female groups ever got that much in demand.
