I have two answers:

If you're not Black (especially if you're White): No. Nope. Nah. Nada. Non. There's no and, ifs, ors, or buts about it. I don't want to hear your opinions on it. The answer is no.

If you're Black: It's clearly generally accepted by the Black community so yes; it isn't a taboo. Some Black people think other Black people shouldn't use the word though, and that's a discussion that Black people can have within the community. But going back to the above, if you're not Black, I don't care to hear your opinion on it!

Imo it isn't. But as seeing there's such a negative connotation to the word and black people have a clear dislike against any non-black that uses the term, I'd rather not use it. Just out of respect.
