I think you're both kind of right. Season 8 was the last time the show was notably relevant. There was a lot of publicity in the beginning of season 9 because of the search for the fourth judge, but the lackluster talent and general fatigue put a dent on the series. Seasons 10, 11 and to a lesser extent, season 12 were moderately relevant. Season 13, in my opinion was the first totally irrelevant season.

Season 8 was Paula's last season, then Season 9 was Simon's last season. People still watched a season without Paula, but then when Simon left too, it just wasn't the same. The got a little boost from J. Lo and Steven Tyler, but Season 12 saw them getting replaced with Nicki, Mariah, and Keith. I think the constant changing of judges is what has killed it these last few seasons. It's just not the same show anymore.
