Because you take the spins it got on radio deal day and subtract the amount of spins lost today and you get the update that we would have gotten if it was a normal day.
The reason why it "lost" spins is because on radio deal day it got an abnormally large spin count that is not replicated today. And since it's a 7day rolling chart, it "lost" spins relative to that day.
At least, that's how I understand the chart.
