Mongolia isn't
too surprising. I mean if this is what their capital city looks like, then I don't see why they would be void of technology
As for Burundi and other sub-Saharan countries... while they may be devastatingly poor, they still all have powerful elite with the money to buy these devices. Also expats who visit these countries are probably taken into account of these statistics as well
