According to this only the Western Sahara and South Sudan don't use phones. The map is probably wrong, I don't think they have Android cellular phones in Mongolia or Burundi, for example.

Eskimo is an offensive outdated term that no one uses anymore. The proper name is inuit. And not all of them are inuit. Some are Danish or other Scandinavian decedents.

Greenland is a pretty advanced country.

Android phones are pretty common. In Africa for example nearly everyone has a cellphone. Even North Korea runs on their own version of Android.

It's 2015 phones are universal now.

As for Burundi and other sub-Saharan countries... while they may be devastatingly poor, they still all have powerful elite with the money to buy these devices. Also expats who visit these countries are probably taken into account of these statistics as well

What do you mean with that last part? The people of sub Sahara Africa as in the the non wealthy have cell phones. It's extremely common since it's cheaper to have a phone than other forms of Internet. Android I belive has special phones for many of these countries which is why android is so popular.
