It's common everywhere in Spain except for some areas in Andalusia, and the Canary Islands.
There are three variants:
Distinción: za, ce, ci, zo, zu sound like th; sa, se, si, so, su sound like s.
Seseo: za, ce, ci, zo, zu sound like s; sa, se, si, so, su also sound like s. Common in the Canary Islands, central Andalusia, western Huelva, and the cities of Seville and Almería.
Ceceo: za, ce, ci, zo, zu sound like th; sa, se, si, so, su also sound like th. Common in southern Andalusia. These accents are tragic.
