It's important to request throughout the day, I think there has only been an influx of requests in the morning (because that is when the radio updates come in) and people aren't requesting later in the day.
Also if you notice that guy added the slots for the city and zip code so it will look more legit, he worked really hard on it so we need to put it to good use!
